Delaware Sports Betting: Legal Since 2018, Still One App

Delaware sports betting is legal, fully mobile, and older than almost every other legal market in the country. The state took the first legal single game wager outside Nevada on June 5, 2018, three weeks after the Supreme Court struck down PASPA. Eight years later it still runs its entire online market through exactly one app: BetRivers, operating under contract with the Delaware Lottery.

One operator changes what good betting looks like, because you cannot shop a price that only exists in one place. This guide covers what a single book market costs you in real money, the rules that actually affect your account, and the legal ways Delaware bettors widen a board the state kept narrow.

What a One App Market Costs You

Line shopping is the cheapest edge in betting, and Delaware takes it off the menu. When one operator holds the entire online market, its number is the number, and there is no second board to check it against.

The size of that cost is measurable. Delaware bettors wagered $22,205,210 in January 2026 and the books kept $2,138,721 of it, a hold of 9.63 percent. Hold is what an operator retains after paying winners, and it blends the margin baked into every price with how results happened to break. You cannot negotiate it. You can only decide whether a given price is worth taking.

Implied Probability, the Short Version

Every American price converts to a break even win rate. Four of them are worth knowing by heart, because they show when a number is worse than it looks:

  • -105 needs you to win about 51.2 percent of the time

  • -110 needs about 52.4 percent

  • -115 needs about 53.5 percent

  • -120 needs about 54.5 percent

Ten cents of juice looks like nothing on a bet slip and reads very differently as a required win rate. A no-vig odds calculator strips the margin out of a two sided market and shows the price a book would post if it took no cut, which is the honest reference point for judging your one available number. My habit before any bet, in Delaware or anywhere else, is to price the market in at least two places and take the number with the lower implied probability. In a one app state, that second place has to come from outside the state licensed system.

Delaware Sports Betting Rules and How the State Got There First

Delaware's head start was an accident of timing. The state ran NFL parlay cards through its lottery starting in 1976, which earned it a carve out when PASPA banned sports wagering nationally in 1992. So when the Supreme Court struck PASPA down in May 2018, Delaware already had the legal framework and the retail infrastructure in place. It took single game bets on June 5, 2018, ahead of New Jersey, the state that actually won the case.

The Rules That Affect Your Account

  • You must be 21 or older

  • You must be physically inside Delaware when you place a bet, confirmed by geolocation, though residency is not required

  • One online sportsbook, BetRivers, which soft launched December 27, 2023 and went fully live January 3, 2024

  • Three retail sportsbooks: Delaware Park Casino and Racing, Bally's Dover Casino Resort, and Harrington Raceway and Casino

  • Wagers on in state college teams, including the Delaware Blue Hens, are prohibited, while out of state college games are fully open

  • The Delaware Lottery regulates the whole market, retail and online

Why Only One App

Most states sell licenses to any operator that clears the bar. Delaware routes sports betting through its lottery under a revenue share agreement, and in 2023 the lottery signed Rush Street Interactive as its exclusive online partner. That contract, not a shortage of interested operators, is why DraftKings and FanDuel have no Delaware app.

Lawmakers have tried to change it. House Bill 365, introduced in April 2024, would have opened the market to as many as six online operators, two tethered to each of the three casinos. It has not become law. Building a betting plan around pending legislation is a bad idea, so build around the market that exists.

The Board Delaware Does Not Control

Delaware's exclusivity contract governs sportsbooks. It does not govern federally regulated exchanges and prediction markets, which operate under the Commodity Futures Trading Commission as trading venues rather than under state gaming law. That is the real answer to the one app problem, and it is a legal route, not a workaround.

How an Exchange Prices Differently

On an exchange you match against another user instead of buying a price from a bookmaker, so no house margin is built into the line. When I pull the same market up on a sportsbook and on an exchange, the exchange number sits closer to no vig fair value more often than not, because nobody has added a cut to it. Novig and ProphetX both earned CFTC Designated Contract Market status in 2026, moving them from state by state sweepstakes structures into federal regulation. Novig lists a 100 percent purchase match up to $25 with code BETSMART, and ProphetX lists up to $200 in Prophet Cash with the same code. Kalshi has run as a CFTC regulated market for years and posts sports event contracts next to its politics and economics markets. Availability is still rolling out platform by platform, so confirm current Delaware access inside each app at signup rather than assuming it.

Geolocation, Border Towns, and What Is Actually Allowed

Delaware is roughly 96 miles long and about 30 miles across at its widest. Wilmington sits minutes from the Pennsylvania and New Jersey lines, and the southern half of the state is a short drive from Maryland. That geography matters, because sportsbook licensing follows where you are standing, not where you live.

What You Can Do

You can hold accounts with operators licensed in other states and bet while physically inside those states. A Delaware resident who registers with a New Jersey licensed book and places a bet from a Cherry Hill parking lot is doing something legal and ordinary. For someone who lives here, that is the one honest route to real price comparison on a regular basis.

What Not To Do

Do not spoof your location. VPNs and location spoofers violate every operator's terms, and the usual outcome is a frozen account with your balance held during an investigation. Geolocation runs at the moment of the bet and again during live sessions, so a workaround has to hold up continuously, and it generally does not. The downside is a real problem in exchange for a few cents of price.

The sane version: keep your Delaware account, add out of state accounts you can legitimately use when you travel, and add an exchange for the weekends you never leave the state.

What you control is the board you build for yourself.
