Hawaii sports betting does not exist in any legal, state licensed form. There is no app you can download in Honolulu, no sportsbook counter in Kahului, and no tribal compact that carves out an exception. Hawaii and Utah are the two states that prohibit close to every form of gambling, and Hawaii is the one where you cannot solve that with a drive.

That geography changes the advice. Guides written for other no betting states spend half their length on where to cross the state line. This one skips it, because the nearest legal sportsbook is a five hour flight away. What follows is what the statute actually covers, what happened to the bills in the 2026 session, the one category that still reaches the islands, and the tools worth paying for when your options are narrow.

House Bill 2570 would have authorized six mobile sportsbook licenses, taxed gross gaming revenue at 15 percent, and created a regulator under the Department of Commerce and Consumer Affairs. It cleared a key committee vote and put Hawaii within reach of becoming the 39th state with legal sports betting. Senate Bill 3303, from Sen. Dru Kanuha, took a mobile only approach and would have banned physical betting locations and kiosks outright.

Everything died without a floor vote

None of it passed. Every gambling bill filed in 2026, covering online sports betting, cruise ship gaming, and prediction markets, stalled before reaching a vote. Opposition in Hawaii is not a partisan split so much as a cultural one, and it has held for decades. Plan around the current law rather than the next session, because bills advancing through committee in Hawaii is a pattern, not a signal.

Why the Neighbor State Workaround Does Not Apply Here

Every guide for a state without legal betting eventually says the same thing: drive somewhere legal. HB 2198 and the Governor's speech

Hawaii lawmakers noticed. House Bill 2198 would have defined contracts on sports outcomes, elections, and other real world events as illegal gambling, with a proposed effective date of July 1, 2026. It picked up momentum after hundreds of thousands of dollars in contracts traded on Governor Josh Green's State of the State address, advanced out of a House committee, then stalled alongside every other gambling bill that session. The result is a status quo that satisfies nobody: no state licensed sportsbooks, and no state level ban on the federal exchanges either.

Where the platforms stand

Availability is worth checking yourself rather than trusting any article, including this one, because the litigation around these platforms is active and state by state.
